HISTORY OF THE BOWIE STATE HALL OF FAME
Bowie State College (BSC) Hall of Fame
During the 1970s, the Bowie State College Hall of Fame was established by the Bowie State College National Alumni Association and the Bowie State College Athletic Department. At the time, John Sidney Sheppard (aka: J. Sidney Sheppard) served as President of the National Alumni Association and at his insistence the Bowie State College National Alumni Association formed the Hall of Fame Committee as one of its Standing Committees of the Association. Sidney Sheppard, a former Men’s Basketball player in 1942, had a desire to honor the outstanding men and women athletes who had played sports at Bowie State and commissioned the instatement of former athletes into the Bowie State College Hall of Fame. Sidney Sheppard was famously known for remarking about his own athletic career at Bowie State by saying, he only played on the Men’s Team to even-up the practice squad.
As President of the National Alumni Association, Sidney Sheppard appointed James "Barney" Waters to serve as the Chairman of the Hall of Fame Committee. Barney Waters had been a former athletic at Bowie State and was well known among the BSC athletes and Athletic Department for his financial and material donations. Through his attendance and interactions with athletics, at both home and away Basketball and Football games, he was the voice and face of the Hall of Fame. Barney Waters served as the Chairman of the Bowie State College Hall of Fame until his death.
Also, during this time Sidney Sheppard, Barney Waters and others, used their collective knowledge of previous Bowie State athletes and teams to recognize their outstanding contributions to the Bowie State Athletic programs by enshrining their names on two (2) Hall of Fame Plaques. The Bowie State College’s Athletic Department eagerly embraced the formation of the BSC National Alumni Association’s Hall of Fame and agreed to place its First two (2) Hall of Fame plaques into its gymnasium trophy case. Throughout the 1970s, the two (2) Hall of Fame plaques were displayed in the trophy case in the James Gymnasium.
First BSC Hall of Famers
During the initial phase of the Bowie State College’s Hall of Fame’s formation, Sidney Sheppard, Barney Waters and other members of the National Alumni Association solicited the names of previous athletes who deserved to be recognized by the newly formed BSC Hall of Fame. Many names of former athletes were submitted for consideration; however, not all were accepted. Finally, the Committee decided on athletes who had played dating back to the 1930s, for Instatement into the Bowie State College National Alumni Association’s Hall of Fame. Their names were provided and placed on the two (2) Hall of Fame Plaques. There is no record of any official Induction or Instatement Ceremonies held to commemorate these high honors. For years, the two (2) Hall of Fame plaques were fixtures in the trophy case in the James Gymnasium Facility on Bowie State’s campus. Overtime, the two (2) Hall of Fame Plaques were rotated out of the Trophy Case to make way for more recent Trophies and Awards. One Plaque was eventually lost. The remaining “Original” Hall of Fame Plaque is still in the possession of the Bowie State University’s Athletic Department.
From 1980 until 1989, the National Alumni Association, led by Barney Waters, presided over the Induction of several former student-athletes who played during the 1970's era. However, only one player's name was ever placed on one (1) of the “Original” Hall of Fame Plaques (Milton Carr - Running Back, who played on the 1975 Jet Magazine's Independent Black College Champion Football Team). The remaining players who were recognized by the Hall of Fame from this era, never received the honor of

having their names appear on Hall of Fame Plaques. Those players are: William Norris "Bubba" Roy, Jr. - Football, Andre P. McCollough - Football, Gregory McCollough - Football, Donald L. Ball, Jr. - Football, Archie O'Neil - Football, and William "Bosco" Bostic - Baseball. After 1989, the Hall of Fame's recognition activities were discontinued.
Original Hall of Fame Plaques
The history of Bowie State's two (2) “Original” Hall Of Fame Plaques and the names of all of its Installed members was misplaced. It is known that at least two (2) “Original” Hall of Fame Plaques existed and was displayed in the Athletic Department’s Trophy Case during the 1970 & 1980’s. During its search for artifacts, the Bowie State University Sports Hall of Fame Committee uncovered one (1) of the remaining “Original” Hall OF Fame Plaques. The names of those individuals, on the plaque that was recovered, are a rich part of the Hall of Fame’s history; however, the names of the individuals from the lost plaque may never be recovered and their history may forever be lost, but we believe that their contributions should never be forgotten. Enclosed below in this document are the names of the First Bowie State Hall of Fame athletes place on the plaque.
The New Era
According to our records, the Bowie State College National Alumni Association Hall of Fame Inducted its final member in 1988, William “Bill” Bostic for Baseball. For Twenty-Six (26) years, there are no records which indicate that either Bowie State College or Bowie State University Hall of Fame existed or that any inductions were conducted. In 2006, at the urging of other Alumni, Ricardo C. Mitchell led a spirited group of Bowie State Alumni to reestablish the Hall of Fame. The group formed the Alumni Hall of Fame Committee. After considerable conversations, the Committee finally developed the criteria for possible selection and induction of former Bowie State athletes into the Bowie State University Hall of Fame.
In 2008, the Alumni Hall of Fame Committee presented the idea of reestablishing the Hall of Fame to the Bowie State University National Alumni Association, Inc. and Bowie State University Athletic Department; however, the idea was soundly rejected. From 2008 to 2013, the Hall of Fame Alumni Committee endured several rejections of its idea to reestablish the Bowie State Hall of Fame. Eventually, some of the initial Alumni members withdrew from the Committee’s activities. However, Ricardo Mitchell and Donald L. Ball, Jr. continued their efforts to reestablish a Hall of Fame.
In 2013, Ricardo Mitchell and Donald Ball approached Dr. John A. Word, Sr., a former Bowie State College Football Player and teammate, who was serving as President of the Bowie State University National Alumni Association, Inc. (BSUNAA) with the idea to reestablish a Hall of Fame. Several months later, Dr. Word presented the idea to the BSUNAA Executive Board to reestablish a Bowie State University Hall of Fame Committee under the Association. The Hall of Fame Committee was accepted and authorized as a Standing Committee under the BSUNAA. Soon after, the BSU Athletic Department, led by Athletic Director Anton Goff, joined the process and endorsed the formation of the BSU Hall of Fame and served as a member of the First Hall of Fame Selection Committee in 2014. Finally, an endorsement was made by the University’s President, Dr. Mickey L. Burnim recognizing the BSUNAA’s Hall of Fame.
HISTORY OF THE BOWIE STATE HALL OF FAME
First Class
The First Induction Ceremony for the Newly formed Bowie State University Hall of Fame was held on May 4, 2014, with sixteen (16) former BSC/BSU Athletes and the 1972 Legacy Football Team as Inductees. Below in this document are the name of the sixteen (16) Inductees. The members of the 2014 BSUNAA Sports Hall of Fame Selection Committee included: Donald L. Ball, Jr., Lawanna (Aikens) Dowtin, Anton Goff, Dr. Marsha Mims-Word, Ricardo Mitchell, Alvin Pindell, Alfonzo Powell, and Annette Wedderburn.
In June 2014, the Bowie State University Sports Hall of Fame Alumni Chapter was co-founded by Ricardo C. Mitchell and Donald L. Ball, Jr. and sanctioned by the Bowie State University National Alumni Association, Inc. (BSUNAA), John A. Word, Sr., BSUNAA President. In June 2015, the BSU Sports Hall of Fame Alumni Chapter Inducted its First Class, also noted below in this document.
The Bowie State University Sports Hall of Fame continued to search for former Hall of Fame Athletes who were Inducted before 2014, to reintroduce them to the current BSU Sports Hall of Fame and give them continued recognition for their outstanding athletic accomplishments.
In 2023, the Bowie State University Sports Hall Fame begun its transition to the Bowie State University Sports Hall of Fame Foundation, Inc. (SHOFF). They established their own 501 C 3 Non-Profit Corporation. The SHOFF will hold its First Induction Ceremony on June 29, 2024. And we look forward to our current athletes and teams whose athletic accomplishments will give them an opportunity to become a member of the BSU Sports Hall of Fame.
Provided above is a brief history on the Bowie State Hall of Fame and the BSU Sports Hall of Fame. Of course, this history was captured by word-of-mouth, and may not be 100% accurate. PURPOSE AND MISSION
PURPOSE
The Purpose of the Bowie State University Sports Hall of Fame Foundation, Inc. (SHOFF) is to recognize the athletic contribution made by Bowie State College/University athletes in varsity level sports programs.
To identify, nominate, advocate, select, and induct BSC/BSU athletes, coaches, teams, athletic administrators, University administrators, faculty, staff, and former students into the Bowie State University Sports Hall of Fame.
MISSION
The Mission of the Bowie State University Sports Hall of Fame Foundation, Inc. (SHOFF) is to engage Bowie State Alumni, who participated in varsity level sports programs, in the active participation with the Local Alumni Chapters, to support the BSU National Alumni Association, Inc. (BSUNAA) and the University's goals and objectives.
