ARTICLE I: Name, Office, and Seal
Section 1.01 – NAME OF ORGANIZATION
The name of the organization shall be known as the Bowie State University Sports Hall of Fame Alumni Chapter of Bowie State University National Alumni Association, Inc., (hereinafter maybe referred to as the “BSU Sports Hall of Fame” or the “Chapter” or the "Hall of Fame" or the “SHOF”).
For the sake of brevity in written documentation and check writing the Chapter shall be referred to as the Sports Hall of Fame Alumni Chapter or SHOF.
Section 1.02 – PRINCIPAL OFFICE
The principal office of the Bowie State University Sports Hall of Fame Alumni Chapter maybe located in Bowie, Maryland: Goodloe Alumni House, 14000 Jericho Park Road, Bowie, Maryland 20715; P.O. Box 789, Bowie, Maryland 20718 or other designated locations.
Section 1.03 – ALUMNI CHAPTER SEAL
The Alumni Chapter Seal of the BSU Sports Hall of Fame shall have inscribed thereon, the name “Bowie State University” or “BSU Sports Hall of Fame – 1865” and “Prepared for Life” motto – (known as the BSU Sports Hall of Fame Alumni Chapter Seal).
ARTICLE II: Chapter Purpose and Mission
Section 2.01 – CHAPTER PURPOSE
To encourage alumni throughout the District of Columba (DC) Metropolitan Region and across the United States to become active members of the Alumni Chapter and assist with its development, programs, growth, and welfare.
To establish and maintain a mutually beneficial relationship with the Bowie State University National Alumni Association, Inc. (BSUNAA) and other BSUNAA Alumni Chapters and Bowie State University.
To motivate and sustain a kinship of fellowship and pride for our Alma Mater, so that the memories of our school will be remembered.
To Advance the cause of education through providing financial assistance and scholarships to deserving students who will be or are attending Bowie State University.
ARTICLE II: Chapter Purpose and Mission
Section 2.02 - MISSION
The Mission of the BSU Sports Hall of Fame Alumni Chapter is to engage alumni who participated in Bowie State sports programs to support the Alumni Chapter, the BSUNAA and the Bowie State University’s goals and objectives.
ARTICLE III: Membership Eligibility, Classification and Dues
Section 3.01 – MEMBERSHIP ELIGIBILITY
Those entitled to membership in the BSU Sports Hall of Fame Alumni Chapter may consist of all persons who have attended Bowie State University, formerly Bowie State College, Maryland State Teacher's College, Bowie Normal School #3 and Maryland Normal School for Colored Youth.
Those entitled to membership in the BSU Sports Hall of Fame Alumni Chapter must be current paid members, annual or lifetime, of the Bowie State University National Alumni Association, Inc. (BSUNAA), in “good standing” before joining the BSU Sports Hall of Fame Alumni Chapter.
Only paid eligible members of the BSU Sports Hall of Fame Alumni Chapter can serve on any Standing or Ad Hoc Committees.
Section 3.02. - CLASSIFICATIONS
Membership for the Chapter is identified in the following classifications.
3.02.1 Active Members - Those members having paid the required Bowie State University National Alumni Association, Inc. (BSUNAA) annual or lifetime chapter dues and the BSU Sports Hall of Fame annual or life chapter dues. They shall have full rights to participate and vote on issues before the chapter, and if need be, at the national level.
3.02.2 Active SHOF Lifetime Members – Those persons who have paid their SHOF Life Membership dues or are in the process of paying in installments toward their SHOF Life Membership dues shall have full rights to participate on voting issues in the Chapter, and if need be, at the National level.
3.02.3 Inactive Members – Those persons who have not paid both their BSUNAA dues and SHOF dues. Inactive Members shall NOT have the right to participate in chapter discussions, attend close chapter meetings, and shall NOT have voting power on any issues before the SHOF Chapter. Inactive members shall NOT hold any office or serve on any chapter committees.
ARTICLE III: Membership Eligibility, Classification and Dues
Section 3.03 - DUES
3.03.1 The elected officers of the SHOF Chapter shall set the annual dues for chapter membership each year. However, all elected officers shall pay their annual dues before September 30th of each year, unless they are Life Members.
ARTICLE IV: Organizational Structure
Section 4.01 - STRUCTURE
4.01.1 The SHOF Alumni Chapter shall be organized and operated under the direction of its Executive Committee and various standing committees. The Executive Committee will be composed of its elected officers and others as deemed necessary and will be responsible for overseeing the day-to-day operation of the BSU Sports Hall of Fame Alumni Chapter.
4.01.2 The SHOF will have several standing committees. Those committees include, but are not limited to: Executive Committee, Governance Committee, Finance Committee, Membership Committee, Scholarship & Endowment Committee, Fundraising Committee and Technology Committee, to name a few. The SHOF Chapter President may authorize the formation of additional committees as needed, with approval and/or confirmation by the Executive Committee.
4.01.3 The Standing Committees duties and responsibilities are outlined in this document. Any additional authorized standing committees shall adopt its duties and responsibilities based on the duties and responsibilities observed by other standing committees. Ad Hoc Committees do not require the formal adoption of duties and responsibilities.
ARTICLE V: Officers, Terms and Duties
Section 5.01 - OFFICERS
5.01.1 The elected officers of the SHOF Alumni Chapter shall consist of the President, Vice President, Executive Director, Chief Administrative Officer, Chief Financial Officer, and Financial Secretary.
5.01.2 All elected officers of the SHOF must be in "good standing" throughout their term(s) in office. Good Standing is defined as having fulfilled all financial and performance obligations.

5.02.1 The elected officers of the SHOF Alumni Chapter shall serve three (3) year terms. The three (3) year term will begin on July 1st and conclude on June 30th, 3 years after their election. Elected officers may serve an unlimited number of terms.
Section 5.03 - DUTIES
5.03.1 President of the BSU Sports Hall of Fame Alumni Chapter
A The President, also referred to as Chair of the Executive Committee, of the SHOF Alumni Chapter is responsible for the day-to-day management
and operation of the organization.
B The President will preside as Chair of the Executive Committee and the meetings of the SHOF Alumni Chapter, unless otherwise designated.
C The President will develop and assist with fund raising activities associated with or on behalf of the BSU Sports Hall of Fame organization.
D The President is responsible for authorizing any and all payments made on behalf of the BSU Sports Hall of Fame organization.
E The President is responsible for co-signing, along with the Treasurer, any payments made on behalf of the organization by check unless designated
to another officer of the Executive Committee.
F The President will be responsible for replacing any member of the Executive Committee who may resign or is dismissed. The President may choose any process he/she deems to replace that member.
G The President is responsible for calling all meetings of the Executive Committee of the BSU Sports Hall of Fame organization.
H The President is the Chief Spokesman for the BSU Sports Hall of Fame organization, unless otherwise designated.
I The President will serve as a member of the National Alumni Association Board of Directors.
J The President is responsible for assigning any and all duties for the members of the Executive Committee. The President will also serve as an
ex-officio member of all SHOF committees.
K The President serves as a voting member on all Standing and Ad Hoc Committees, if so desired.

5.03.2 Vice President of the BSU Sports Hall of Fame Alumni Chapter
A The Vice-President will assume all Presidential duties in the absence or incapacitation of the President.
B The Vice-President will assist the President with managing the day-to- day operations of the BSU Sports Hall of Fame organization.
C The Vice-President is a member of the Executive Committee with full voting rights and is the 2nd Officer of the organization.
D The Vice-President is responsible for executing any and all duties assigned by the President.
E The Vice-President, after consultation with the President, will develop and assist with fund raising activities associated with or on behalf of the
BSU Sports Hall of Fame organization.
5.03.3 Executive Director of the BSU Sports Hall of Fame Alumni Chapter
A The Executive Director is responsible for assisting the President and/or Vice-President with executing their duties for the Chapter.
B The Executive Director will assume all Vice-Presidential duties in the absence or incapacitation of the Vice-President, until the selection of a
new Vice-President.
C The Executive Director is a member of the Executive Committee with full voting rights and is the 3rd Officer of the Chapter.
D The Executive Director will serve as the Chair of the Membership Committee. The Executive Director will be responsible for the activities of
the Membership Committee.
E The Executive Director is a member of the Nomination and Selection Committee with full voting rights and may serve as its Chair in the
absence of its Chair.
F The Executive Director is responsible for executing any and all duties assigned by the President.
G The Executive Director will assist with fund raising activities associated with or on behalf of the BSU Sports Hall of Fame Chapter.
ARTICLE V: Officers, Terms, Duties

5.03.3 Executive Director of the BSU Sports Hall of Fame Alumni Chapter
I The Executive Director may serve as Chair of the Governance Committee
responsible for overseeing the activities of that Committee.
5.03.4 CAO - Chief Administrative Officer or Secretary of the BSU Sports Hall of Fame Alumni Chapter
A The CAO is responsible for overseeing the recording of minutes and keeping records for any Executive Committee and General Members meetings of the BSU Sports Hall of Fame Chapter.
B The CAO is responsible for assigning a Recording Secretary and Correspondence Secretary.
C The CAO is responsible for the safe storage of records for the Sports Hall
of Fame Alumni Chapter.
D The CAO is a member of the Executive Committee with full voting rights and is the 4th Officer of the Chapter.
E The CAO may assist the Treasurer and Financial Secretary with the
production of Financial Report of the BSU Sports Hall of Fame Chapter.
F The CAO may assist with filing any Federal, State and/or Local tax forms on behalf of the organization.
G The CAO is responsible for executing any and all duties assigned by the President.
H The CAO will assist with fund raising activities associated with or on behalf of the BSU Sports Hall of Fame organization.
5.03.5 CFO - Chief Financial Officer or Treasurer of the BSU Sports Hall of Fame Alumni Chapter
A The CFO is responsible for maintaining all financial records for the BSU Sports Hall of Fame Alumni Chapter and is the Chair of the Finance Committee.
B The CFO is a member of the Executive Committee with full voting rights and is the 5th Officer of the Chapter.

5.03.5 CFO - Chief Financial Officer or Treasurer of the BSU Sports Hall of Fame Alumni Chapter
C The CFO is responsible for producing an Annual Financial Report of
the BSU Sports Hall of Fame Alumni Chapter.
D The CFO is responsible for filing any Federal, State and/or Local tax forms on behalf of the organization.
E The CFO is responsible for co-signing, along with the President, of payments made by check on behalf of the organization.
F The CFO is responsible for overseeing the financial activities for all the Committees of the BSU Sports Hall of Fame organization.
G The CFO is responsible for executing any and all duties assigned by the President.
H The CFO will assist with fund raising activities associated with or on behalf of the BSU Sports Hall of Fame organization.
5.03.6 Financial Secretary of the BSU Sports Hall of Fame Alumni Chapter
A The Financial Secretary shall be responsible for the reviewing and balancing against the General Ledger, all original monthly bank statements for the BSU Sports Hall of Fame Alumni Chapter and reporting to the Executive Committee.
B The Financial Secretary is a member of the Executive Committee with full voting rights and is the 6th Officer of the Chapter.
C The Financial Secretary shall assist the CFO with producing an Annual Financial Report to the BSU Sports Hall of Fame Alumni Chapter.
D The Financial Secretary shall assist the CFO with filing any Federal, State and/or Local tax forms on behalf of the Alumni Chapter.
E The Financial Secretary is responsible for executing any and all duties assigned by the President.
F The Financial Secretary will assist with fund raising activities associated with or on behalf of the BSU Sports Hall of Fame organization.
ARTICLE VI: Members

Section 6.01 – Members
Members of the Bowie State University Sports Hall of Fame Alumni Chapter are those Alumni who have paid their Bowie State University National Alumni Association, Inc. (BSUNAA) dues and the Sports Hall of Fame Alumni Chapter annual dues.
Members of the Sports Hall of Fame Alumni Chapter are entitled to participate in activities sponsored or held by the Chapter.
Members may also be assigned to serve on Committees of the Sports Hall of Fame Alumni Chapter. Only eligible Members are allowed to serve on committees of the Sports Hall of Fame Alumni Chapter.
Members may be assigned to assist other officers of the BSU Sports Hall of Fame organization with duties.
Members may sit-in on the proceeding of any Committee with no voting rights, if not assigned to that committee.

Members are responsible for executing any and all duties assigned by the President.

An Elections Committee shall be appointed by the President and confirmed by the Executive Committee of the BSU Sports Hall of Fame Alumni Chapter, no later than January of an election year cycle.

In February, the Election Committee will announce to its membership positions open for election in the Chapter's leadership. These positions may include President, Vice President, Executive Director, Chief Administrative Officer or Secretary, Chief Financial Officer or Treasurer and Financial Secretary.
In April, the Elections Committee shall present to the Chapter’s membership, at a regularly scheduled meeting, a slate of nominees who are seeking elected office, and who have paid their SHOF Alumni Chapter membership dues for that year and have met the requirement for the office they seek.
In May, the Elections Committee shall conduct an Election Meeting, to allow SHOF Chapter eligible members present or by ballot, to vote for candidates to elected office. The elections results will be counted and announced by the conclusion of this Election Meeting.
In June, at a regularly scheduled chapter meeting, the “Official Announcement” of the Chapter newly elected Officers will be presented and the installation of the newly elected officers will take place. The current officer will continue to serve until June 30th. If for any reason the election results or the installation of an officer or officers cannot take place, the presiding officer may continue to serve until the election and installation process can be completed.

Eligibility to hold elected office in the BSU Sports Hall of Fame Alumni Chapter requires that candidates meet the following requirements:
A Candidate must have been a paid annual or life member of the BSU Sports Hall of Fame Alumni Chapter for at least two consecutive (2) years preceding the election year.
B Candidate must be a paid annual or life member of the BSU Sports Hall of Fame Alumni Chapter before the deadline to participate in an election, December 31st of the prior year (e.g., election is held in May 2017, annual membership must have been obtained before December 2016).
C Candidate must have been a member who served on at least one (1) committee of the BSU Sports Hall of Fame Alumni Chapter, prior to the election cycle.

ARTICLE VIII: Meetings and Quorums

Section 8.01 - MEETINGS
The meeting of the BSU Sports Hall of Fame Alumni Chapter will be governed and conducted by the processes outlined in Robert's Rules of Order.
The general membership meetings of the BSU Sports Hall of Fame shall be held once a month from September to June, unless otherwise required. The Chapter leadership shall determine the day, time, and location of the meetings.
A schedule of the Chapter's meetings for the year will be published by August. The CAO or Secretary will be responsible for sending out general meeting reminders, as needed.
QUORUMS 8.02
Section 8.02 - QUORUMS
The BSU Sports Hall of Fame may only conduct general members meeting with a quorum present. A quorum shall consist of at least two (2) Chapter Officers, including the President or Vice President and at least 1 other Chapter Officer (Executive Director, Chief Administrative Officer (CAO) or Secretary, Chief Financial Officer (CFO) or Treasurer) four members of the Chapter in "good standing". Business conducted with a proper quorum present will be considered official. Only eligible voting members will be allowed to vote on matters before the body.

The standing committees currently identified are: Executive Committee, Selection Committee, By-Laws Committee, Finance Committee, Membership Committee, Scholarship Committee, Fundraising Committee and Technology Committee.
The Standing Committee Chairs will be appointed by the President of the BSU Sports Hall of Fame Alumni Chapter and confirmed by the Executive Committee.
· Executive Committee - consist of the elected and constitutional identified Chapter Officers. This committee is responsible for the day-to-day operation of the Chapter. The President may invite other members of the chapter to serve on the Executive Committee.
However, only Chapter Officers are allowed to vote on issues before the Executive Committee.
· Governance Committee - is responsible for reviewing the Chapter's Constitution and By-Laws to identify conflicts in language and updating and developing new by-laws to conform with the Chapter's operation. Any suggested changes to the Chapter's Constitution and/or By-Laws shall be approved by the Executive Committee Officers.
· Finance Committee - is responsible for overseeing the financial health of the BSU Sports Hall of Fame Alumni Chapter.
· Membership Committee - is responsible for recruiting and promoting Chapter membership.
· Scholarship Committee - is responsible for identifying and managing all scholarships and scholarship programs by the Sports Hall of Fame Alumni Chapter. The Chapter's signature scholarship is the Norris William "Bubba" Roy, Jr. Scholarship. However, other scholarships and scholarship programs will be featured by the Chapter. The awarding of the Norris "Bubba" Roy Scholarships to students desiring and/or attending Bowie State University.

· Fundraising Committee - is responsible for developing and executing fundraising events on behalf of the Chapter.
· Technology Committee - is responsible for advising the Executive Committee on technology matters.
AD HOC COMMITTEES 9.02
Section 9.02 - Ad Hoc Committees
The Chapter President is authorized to form Ad Hoc Committees as the needs arise. Reports from the work of the Ad Hoc Committee will be shared with the general membership of the Chapter.
The Committee is empowered to select its Chair and is responsible for completing its work. The Chair will have operational control over the activities of the committee.
Once the work of the Ad Hoc Committee has concluded, the committee will be dissolved.

The Chapter Officers are empowered to change, modify, cancel or create policies and rules not covered by the Constitution and By-Laws with approval by the Executive Committee.
The By-Laws of the BSU National Alumni association remain in effect and shall be referenced to supplement the BSU Sports Hall of Fame Alumni Chapter. Some points in these by-laws may be addressed differently based on historical operation of this Chapter.
